5.2 The bidder shall be an enterprise legally registered in the People's Republic of China with independent legal entity status and the capacity to independently assume civil liabilities.
5.3 The bidder shall have a sound financial and accounting system and be in good financial standing.
5.4 The bidder shall have no record of fraudulent bidding, material breach of contract, or other major violations of laws and regulations within the past three years.
5.5 The bidder shall have a good record of paying taxes and social security contributions in accordance with the law.
5.6 The bidder shall possess the necessary equipment and professional technical capability required for contract performance.
5.7 The bidder shall not have been listed as a dishonest person subject to enforcement (失信被执行人) within the past three years. Where consortium bidding is permitted, all consortium members must meet this requirement.
5.8 Consortium bids are NOT accepted for this procurement.
