Tender Notice
1.Tender Conditions
Safety patrol service boat purchase for this Project has met the tender conditions and now is open for public tender, adopting electronic/online tendering and bidding methods.
2.Tender Content
Remark:
1.The safety patrol service boat will be used and standby at New Manila International Airport project site.
2.The safety patrol service boat must have navigation facilities and equipments, including but not limited to: AIS, fixed VHF, light signals, magnetic compass, etc
3.Fuel, lube, crews, PPE, overboard equipment especially living saving and navigation, are provided by owner after the transportation boat mobilized to site;
4.f.The transportation boat and crews on board should be compliant with applicable insurance, certificates, safety or other motor transportation boat requirements;
5.Food and accommodation for the crew onboard should be borne by the owner;
3.Qualification Requirements for Bidders
3.1 Bidders must be legally registered and possess a full set of company permits such as SEC,Business Permit, Clearance, Certificate of Registration, General Information Sheet and other relevant Certificates as required by laws and regulations.
3.2 Minimum experience of two years in provision of transportation boat hire or/and Construction business;
3.3 Assignment of dedicated contact person (coordinator) who will manage transportation boat hiring requests for the CHEC;
3.4 Bidders must not fall under any of the following circumstances:
(1) The same person serves as the legal representative of multiple bidders or there exists a controlling or management relationship between different bidders. In such cases, bidding for the same section is not allowed, otherwise, all related bids will be invalid.
(2) Bidders whose bidding qualifications have been suspended or canceled.
(3) Bidders whose production or business operations have been ordered to be suspended, or whose licenses or permits have been suspended or revoked.
(4) Bidders who are undergoing liquidation procedures, have been declared bankrupt, or have other circumstances that result in a loss of performance capabilities.
(5) Bidders who has been included in the list of serious illegal and dishonest enterprises.
4. Bid Bond
None.
5.Acquisition of Tender Documents
5.1 Interested bidders shall register as a supplier or apply to add a cooperative intention unit on the 'CCCCC Supply Chain Management Information System' (website: https://emp.iccec.cn/).
5.2 Please download the tender documents from the 'CCCC Supply Chain Management Information System' (website: https://emp.iccec.cn/) in 5 days from (12:00) 16 July 2026 to (12:00) 21 July 2026 .
6.Submission of Bid Documents
The time for submission of bid documents is from 21 July 2026（12:00） to 26 July 2026（12:00） . Bidders shall log in to the 'CCCC Supply Chain Management Information System' (website: https://emp.iccec.cn/) to submit tender and upload bid documents (both editable electronic documents and scanned versions with signatures and seals must be uploaded). Bidders who fail to submit quotations and complete the submission of bid documents before the bid deadline will not be accepted by the tenderer.
7.Evaluation Method
The evaluation methods used for this tender project are Reasonable Low-Price Bidding Method.
