公告内容：DearSir/Madam,We, CHINA HARBOUR ENGINEERING (NIGERIA) OIL&GAS FZE, hereby requestyour company to submit a quotation for vessel leasing. Detailed specificationsand requirements are set forth as below：
1. ConstructionSite
Estuary of the Imo River.
2. Procurement Scope
1 tugboat with a total main engine power of no less than 500 kW;
1 barge with a hold capacity of no less than 300 cubic meters..
3. Charter Period
(1) The intended lease period shall be 2 months.
(2) The commencement date shall be confirmed upon formal notification fromthe Lessee..
4. Insurance Requirements
(1) The lease contract shall cover comprehensive insurance for the vessels,including Third-Party Liability Insurance and Machinery Breakdown Insurance.
5. Machinery Requirements
(1) The vessels shall be in sound condition and comply with therequirements of the Project Owner, Project Engineer, as well as relevant localgovernmental authorities and departments.
(2) The Vessel Nationality Certificate, Seaworthiness Certificate, SurveyCertificate and valid competency certificates for all on-board seafarers shallbe complete and legally valid. The Lessor shall cooperate with our side forqualification verification prior to vessel mobilization to site.
6. Maintenance and Repairs
(1) Throughout the entire lease period, the vessels shall be properlymaintained and kept in good working order. All routine maintenance andemergency repairs shall be the sole responsibility of the Lessor.
7. Safety Requirements
(1) The operation ofvessels shall comply with all applicable safety standards and regulations.
8. Quotation Requirement
(1) This quotation shallbe a fixed monthly lump-sum leasing price. The quoted price shall cover allexpenses borne by the Lessor during the lease term, including but not limitedto vessel usage fees, salaries of certified crew, lubricating oil, domesticfresh water, domestic waste collection and disposal, daily vessel maintenance,basic formalities for maritime filing, and all other supporting costs. Noadditional miscellaneous charges shall be levied unless otherwise mutuallyagreed in writing.
(2) The quotation shalltake into account price fluctuations of materials, lubricants, labor, equipmentand other related factors. The agreed price shall remain fixed and not subjectto any adjustment during the term of the equipment lease contract.
(3) Fuel supply: Fuel oilshall be provided and borne by the Lessee.
9. Payment
(1)Payment term: Payment shall be made within thirty (30) calendar days uponreceipt of valid invoice.
(2) Rentshall be paid on a monthly basis. If the lease duration is less than one fullmonth, rent shall be calculated proportionally based on the actual number ofdays used.
(3) Currency of payment: Settlement shall be made in Nigerian Naira (NGN).

4. 保险要求
(1) 租赁协议必须包含船舶的综合保险，包括第三方责任险、机械险。
5. 机械要求
(1) 船舶状况良好，并符合项目业主、项目工程师以及相关当地政府机构和部门的要求。
（2）船舶国籍证书、适航证书、检验证书及全体在岗船员适任资质证书齐全合法有效，进场前配合我方完成资质核验。
6. 维护和维修
(1) 在整个租赁期间，船舶必须保养良好，并保持良好的工作状态。所有日常维护和紧急维修均由出租方负责。
7. 安全要求
(1) 船舶必须符合所有相关的安全标准和法规。
8. 报价要求
(1) 本次报价为月度包干租赁单价，报价须包含船舶设备使用费、持证船员人工薪酬、润滑油、生活淡水、生活垃圾清运处置、船舶日常运维、海事报备基础手续费等租期内出租方全部配套支出，除双方明确约定项目外，不得另行收取其他任何杂费。
(2) 报价应考虑材料、润滑油、人工、设备和其他因素的价格波动。设备租赁合同有效期内，双方约定的价格不得调整。
(3) 供油方式：燃油承租方负责。
我们希望贵公司根据以上信息提供以下文件：
9. 付款方式
(1) 付款期限：凭发票三十 (30) 个日历日。
(2) 租赁费按月支付。租期不足一个月的，租费将根据实际天数按比例支付。
