2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the 'Government Procurement Law of the People's Republic of China';
(b)落实政府采购政策需满足的资格要求：本项目专门面向小微企业；推行节能产品政府采购、环境标志产品政府采购。促进中小企业、监狱企业、残疾人福利性单位发展等各项政府采购相关政策
(b)Qualification requirements to be met to implement government procurement policies: This project is specifically targeted at small and micro enterprises; it promotes government procurement of energy-saving products and environmentally labeled products. It also facilitates the development of small and medium-sized enterprises, prison enterprises, welfare units for the disabled, and other relevant government procurement policies
(c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
5、项目不允许转包。
(c)Specific qualification requirements for this program: 3. The participant must be a legal person or unincorporated organization legally established within China (branches are not accepted to participate in procurement activities in their own name for this project); 4. Suppliers that comply with the provisions of Article 17 of the 'Guiding Opinions on Aligning with International High-Standard Economic and Trade Rules to Promote Government Procurement Reform in Pilot Areas' (Shanghai Financial Procurement [2024] No. 12) are not allowed to participate in the procurement activities of this project; 5. Subcontracting is not allowed for this project.
