公告内容：1.Tender ConditionsOnshore diesel purchase for this Project has met the tender conditions and now is open for public tender, adopting electronic/offline tendering and bidding methods.

Remark:
1. The daily diesel consumption for CHEC Pasay Reclamation Project Site is around 3000 -6000 liters, transportation for delivery is only considered by oil tank truck.
2. Oil tank truck shall carry powerful fuel gun with capacity over 50 liters/minute.
3. Diesel quality report shall be provided to the buyer before each delivery.
4. Quantity with 180000 liters is to be supplied in total, supplier is requested to provide agreed quantity like 3000 -6000liters daily to CHEC project Site.
5. Diesel supplied shall be in full compliance with below specification (Philippine National Standard):

3.Qualification Requirements for Bidders3.1 Bidders must be legally registered and possess a full set of company permits such as  Business Permit, Certificate of Registration (BIR), General Information Sheet and other relevant Certificates as required by laws and regulations.
3.2 Bidders shall provide the proof of possessing the fuel resources and have the capability to supply diesel.
3.3 The supplier has sufficient cash flow.Payment terms: After the goods arrive at the site and pass the acceptance inspection, the seller shall provide the monthly bill by the end of the month. The payment of 100% of the current batch of goods shall be made within 30 days after both parties sign and confirm the bill..
3.4 Bidders must not fall under any of the following circumstances:
(1) The same person serves as the legal representative of multiple bidders or there exists a controlling or management relationship between different bidders. In such cases, bidding for the same section is not allowed, otherwise, all related bids will be invalid.
(2) Bidders whose bidding qualifications have been suspended or canceled.
(3) Bidders whose production or business operations have been ordered to be suspended, or whose licenses or permits have been suspended or revoked.
(4) Bidders who are undergoing liquidation procedures, have been declared bankrupt, or have other circumstances that result in a loss of performance capabilities.
(5) Bidders who has been included in the list of serious illegal and dishonest enterprises.
4.Acquisition of Tender Documents4.1 Interested bidders shall register as a supplier or apply to add a cooperative intention unit on the 'CCCC Supply Chain Management Information System' (website: https://sp.iccec.cn/).
