2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：本项目专门面向中小企业，促进中小企业发展、促进残疾人就业。

(c)本项目的特定资格要求：
（1）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单。
（2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。
（3）从事城市园林绿化项目的施工企业，应持有效的营业执照，施工现场项目管理机构与工程规模相符合，根据本项目实际情况，最低应为5人（含）以上，且需包含园林项目负责人、安全员、质量员、材料员、中级园林绿化工（班组负责人）各1名；
（4）项目负责人具有上海市园林绿化工程从业人员项目负责人电子卡；
（5）本项目面向中、小、微型企业供应商采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[2020]46号）规定条件的，必须提供《中小企业声明函》。
(c)Specific qualification requirements for this program:(1) Not listed as dishonest executors, parties to major tax violation cases, or records of serious government procurement violations on 'Credit China' (www.creditchina.gov.cn) or China Government Procurement Network (www.ccgp.gov.cn). (2) Suppliers with the same person as the unit head or with direct holding or management relationships shall not participate in government procurement activities under the same contract; suppliers providing overall design, specification preparation, project management, supervision, or testing services for the procurement project shall not participate in other procurement activities of the same project. (3) Construction enterprises engaged in urban landscaping projects shall hold a valid business license, and the project management team on site shall match the scale of the project; based on the actual situation of this project, the minimum number shall be 5 or more, including project leader of landscaping, safety officer, quality officer, materials officer
