8.4 The bidder must have no records of bid fraud, major contract breaches, or other significant illegal activities within the past three years.
8.5 The bidder must have a good record of legally paying taxes and social security contributions.
8.6 The bidder must possess the necessary equipment and professional technical capabilities required for contract performance.
