Brief Specification Description:Huinan Sub-center: projects including the renovation of the east entrance square, the west entrance square, outdoor surveillance systems, miscellaneous repairs, theater roof repairs, and badminton court repairs; Waigaoqiao Sub-center: projects including the renovation of men's and women's toilets, the renovation of mother and baby rooms, and miscellaneous repairs; Caolu Sub-center: projects including the renovation of small theaters and miscellaneous repairs; Jinxiu Road Headquarters: projects including the renovation of the garage art gallery, the construction of a new canopy, outdoor lighting renovation, facade repairs outside the security office, miscellaneous repairs, and partition renovation in the office area on the 4th floor in the eastern area.

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the 'Government Procurement Law of the People's Republic of China';
(b)落实政府采购政策需满足的资格要求：1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。
（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies:1) Implement measures to reserve a certain share, increase the proportion of small and medium-sized enterprises (SMEs) in government procurement, and support the development of SMEs: This project is specifically targeted at SME procurement. During the evaluation process, no price discounts will be applied to SME products. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises.
(c)本项目的特定资格要求：1）具备建筑工程施工总承包三级及以上资质，具备《安全生产许可证》；
2）项目负责人应具备建筑专业二级（含以上级）注册建造师执业资格和有效的安全生产考核合格证书；
3）本项目专门面向中、小、微型企业，事业法人等各类供应商采购（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[2020]46 号）规定条件的，必须提供《中小企业声明函》。
(c)Specific qualification requirements for this program:1) Possess a third-level or higher qualification for general contracting of construction engineering, and hold a 'Safety Production License'; 2) The project leader should possess a second-level (or higher) registered construction engineer qualification in architecture and a valid safety production assessment certificate; 3) This project is specifically targeted at procurement from various suppliers such as small, medium, and micro enterprises, as well as institutional legal entities (disability welfare units and prison enterprises are considered as small and micro enterprises). If the bidder is a small and medium-sized enterprise and meets the conditions stipulated in the 'Administrative Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement' (Cai Ku [2020] No. 46), it must provide a 'Declaration Letter for Small and Medium-sized Enterprises'.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
