简要规则描述：本项目拟通过竞争性磋商的方式遴选合格供应商，为年满18周岁及以上符合条件的三林镇志愿者提供健康体检服务，预计体检人数约3700人（具体以实际人数为准），体检项目包括一般检查、化验、心电图、眼科、腹部B超、胸部CT等。（具体详见第三章采购需求书）
Brief Specification Description: In this project, it is planned to select qualified suppliers through competitive negotiation to provide health check-up services for eligible volunteers in Sanlin Town who are over 18 years old. It is estimated that the number of physical check-ups will be about 3,700 (based on the actual number), and the physical check-up items include general check-up, laboratory tests, electrocardiogram, ophthalmology, abdominal B-ultrasound, chest CT, etc. (For details, please refer to Chapter III Procurement Requirements)

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the 'Government Procurement Law of the People's Republic of China';
(b)落实政府采购政策需满足的资格要求：
（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业享受10%的价格折扣优惠；
（2）残扶持残疾人福利性单位，并将其视同小微型企业。
