简要规格描述或项目基本概况介绍、用途：洋山特殊综合保税区（二期）机场南侧区域已正式封关运行。提升区域的监管服务水平，基于洋山海关增配辅助人员需求，拟配置安保及工勤岗位数30个（根据海关工作实际需求可调整），但年度服务总工时不少于60401小时，协助海关等部门做好日常管理工作;洋山特殊综合保税区围网储备土地看护服务，拟配置土地管理工勤岗位8个及基础设备。
Brief specification description or basic overview of the project: The southern airport area of Yangshan Special Comprehensive Bonded Zone (Phase II) has officially been enclosed and put into operation. To improve the regional supervision and service capacity and meet Yangshan Customs' demand for additional auxiliary staff, it is planned to set up 30 security and service positions, which can be adjusted according to the actual work needs of the customs. The total annual working hours shall be no less than 60,401 hours to assist customs and other departments with daily management. For the land custody service of reserved enclosed land in Yangshan Special Comprehensive Bonded Zone, 8 land management service positions and basic equipment are proposed to be arranged.

2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the 'Government Procurement Law of the People's Republic of China';
(b)落实政府采购政策需满足的资格要求：本采购项目执行政府强制采购节能产品、鼓励环保产品、扶持残疾人福利企业、支持中小微企业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies including mandatory government procurement of energy-saving products, preference for environmentally friendly products, support for welfare enterprises employing persons with disabilities, backing for micro, small and medium-sized enterprises, assistance to prison and drug rehabilitation enterprises, support for underdeveloped and ethnic minority areas, and restrictions on the procurement of imported products.
(c)本项目的特定资格要求：1. 本项目仅面向中小企业采购；
2. 须具有省市级公安部门核发的有效的“保安服务许可证”；
3. 单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
4. 本次招标不接受联合体投标，不允许合同转让与分包。
(c)Specific qualification requirements for this program: 1. This project is only open to procurement by small and medium-sized enterprises; 2. Bidders shall hold a valid Security Service License issued by provincial or municipal public security authorities; 3. Different suppliers with the same legal representative or direct shareholding and management affiliation are not allowed to participate in government procurement activities under the same contract. Suppliers that provide overall design, specification compilation, project management, supervision, inspection and other services for the procurement project shall not take part in other procurement activities of the same project; 4. Joint bidding is not accepted for this tender, and contract transfer and subcontracting are prohibited.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
