Brief specification description or basic overview of the project: This project provides accounting agency bookkeeping services for 29 village-level organizations within Hecong Town (including economic cooperatives or collective economic organizations, villagers' committees, wholly-owned subsidiaries and village unions) (for specific requirements, please refer to the tender document - Chapter 3 Procurement Requirements).

合同履约期限：合同签订后12个月

二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the 'Government Procurement Law of the People's Republic of China';
(b)落实政府采购政策需满足的资格要求：
（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；
（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；
（3）扶持残疾人福利性单位，并将其视同小微型企业；
（4）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为租赁和商务服务业。

(c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、供应商与采购人、潜在供应商等本项目相关单位不存在利益关系；
5、具有有效的《代理记账许可证》或《会计师事务所执业证书》；
6、符合《上海市政府购买服务管理办法》第
六、七条规定；
7、本项目仅面向小、微型等各类供应商采购；
8、本项目不允许转包、分包以及代管。
(c)Specific qualification requirements for this program: 3. The supplier must be a legal entity or unincorporated organization established within China (this project does not accept subsidiaries to participate in the procurement activities on their own behalf); 4. The supplier has no vested interest with the procuring entity, potential suppliers, and other related units of this project; 5. It must possess a valid 'Accounting Agency License' or 'Certification of Practice for Accounting Firms'; 6. It complies with the provisions of Article 6 and Article 7 of the 'Measures for Government Procurement Services of Shanghai Municipality'; 7. This project is only for procurement from small, medium-sized, and other types of suppliers; 8. This project does not allow subcontracting, division of work, or outsourcing.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the'Government Procurement Law of the People's Republic of China';
(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by 'Credit China' (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
