1.2  采购内容及分包（标包）划分情况：

1.3  本项目【不设置最高限价。谈判过程中，谈判文件发生实质性改变的，最高限价以谈判小组最终确认的为准】。

2.2  供应商不得存在的情形
2.2.1供应商不得存在下列情形之一

2.2.2单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加同一分包（标包）或者未划分分包（标包）的同一项目应答。

Procurement Entity: China Telecom Global Limited. The project funds are secured, and procurement conditions are met. This public competitive negotiation invites qualified potential suppliers capable of delivering the required products/services to participate.
1. Project Overview and Procurement Scope
1.1 Project Overview: This project aims to procure (1)1x Fibre pair from Amsterdam Equinix AM5 to Amsterdam Iron Mountain, with a 15-year Indefeasible Right of Use (IRU). The fibre pair is non-protected. (2)1x Fibre pair from Amsterdam Iron Mountain to Frankfurt DRT FRA10, with a 15-year Indefeasible Right of Use (IRU). The fibre pair is non-protected. The fibre pair is non-protected.

1.2 Procurement Scope and Package Division:
· Content: 2×pairs dark fibre IRU, European backbone Dark Fiber.
· Service Term: 15-year IRU.
· Technical Requirements: Non-protected fibre pair.
1.3 No maximum price limit is set. Any material changes during negotiations will be subject to final confirmation by the negotiation panel.
