简要规则描述：本工程对龙港村内3条河道进行护岸改造，绿化提升等。工程等级：Ⅳ等工程，主要建筑物为4级水工建筑物。主要工程内容为：护岸工程、绿化工程及相关附属工程等。主要工程量为：新建木桩2895m，新建插板桩172m；绿化工程量详见绿化部分图纸；拆除方桩6根。实施内容主要包括护岸工程及绿化工程。具体详见工程量清单及图纸。
Brief Specification Description:This project involves the revetment renovation and greening improvement of three rivers within Longgang Village. The project grade is a Class IV project, with the main structures being classified as Grade 4 hydraulic structures. The main project contents include revetment works, greening works, and related ancillary works, etc. The main quantities of work are: 2,895 meters of new wooden piles, 172 meters of new sheet piles; the quantity of greening works is detailed in the greening section drawings; 6 square piles are to be removed. The implementation contents mainly include revetment works and greening works. For specific details, please refer to the bill of quantities and drawings.

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。

（1）符合《中华人民共和国政府采购法》第二十二条的规定；
（2）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
（3）须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；
（4）具有水利水电工程施工总承包三级及以上资质；
（5）具有安全生产许可证（有效期内）；
（6）拟派项目负责人具有水利水电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
（7）业绩要求：无；
（8）其他要求：无。
