5. Qualification Requirements for Bidders5.1 Bidders shall possess relevant qualifications, similar project performance and corresponding supply capacity for this procurement project.5.2 Be an enterprise legal person duly registered within the territory of China and capable of independently assuming civil liabilities.5.3 Have a sound financial accounting system and sound financial status.5.4 Have no records of fraudulent bidding, serious breach of contract or other major illegal violations in the past three years.5.5 Maintain good records of paying taxes and social security funds in accordance with laws and regulations.5.6 Possess necessary equipment and professional technical capabilities to perform the contract.5.7 Neither the bidder nor all members of a consortium (if consortium bidding is permitted) shall be listed as dishonest persons subject to enforcement within three years prior to participating in this procurement activity.5.8 Consortium bidding is not accepted for this procurement.5.9 For other specific requirements, please refer to the announcements and procurement documents released on Inspur Electronic Procurement Platform.

Bidders shall submit electronic bidding documents via the Inspur Electronic Procurement Platform (https://scs.inspur.com) before the deadline.7.2 Any bidding documents submitted beyond the time limit shall be rejected by the electronic procurement platform.7.3 The bid opening time is scheduled at 15:00 Beijing Time on May 20, 2026. Failure to sign-in shall be deemed as recognition of the bid opening records, and any objection raised afterwards shall be invalid.
