简要规则描述：通过租用2艘渔船提供服务，提升浦东渔业管理工作。其中：租用1艘渔船（简称清网辅助船）来充实渔业管理力量，建立协助巡护队伍，及时发现非法捕捞船只，在渔政执法船的保障下，开展日常水域巡护、定点值守和非法网具的清除等工作任务；租用1艘渔船（简称值守辅助船），在大治河外港水槽进行值守、监管和看护服务。通过港槽内值守，维护正常的港口通航秩序，禁止非法捕捞渔船进入港口卸载渔货及补给，切断其生存条件，迫使其离开浦东水域。
Brief Specification Description: Services will be provided by leasing two fishing vessels to enhance fisheries administration in Pudong.
One leased fishing vessel (hereinafter referred to as the net-clearing auxiliary vessel) shall strengthen fisheries management capacity and form an assisted patrol team. It shall promptly detect illegal fishing boats and, under the support of fishery law enforcement vessels, perform routine water patrols, fixed-point on-duty watch, and removal of illegal fishing nets.
The other leased fishing vessel (hereinafter referred to as the on-duty auxiliary vessel) shall undertake on-duty watch, supervision and safeguarding services at the outer channel of Dazhi River. By maintaining stationary watch inside the harbour channel, it will preserve normal port navigation order, prohibit illegal fishing vessels from entering the port for fish unloading and supplies, cut off their living conditions, and force them to leave Pudong waters.

合同履约期限：合同签订起至2026年12月31日。所投入的船只在服务期间需一直处于待命状态，未经招标人许可，不得用于其他用途。本次预算期限为2026年5月1日至2026年12月31日。
The Contract Period: From the date of contract signing to December 31, 2026. All deployed vessels shall remain on standby throughout the service period and shall not be used for any other purposes without the prior approval of the tenderer. The budget period for this project is from May 1, 2026 to December 31, 2026.

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：
（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（■是 □不是）专门面向中小企业采购，评审时中小企业产品均不执行价格扣除优惠。
（2）扶持残疾人福利性单位，并将其视同小微型企业。

（2）未被“信用中国”（www.creditchina.gov.cn）、“中国政府采购网”（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单。
